Attorney Says Medical Issues Led To Arrest Of Kirkwood's Deputy ......

-Later this month, the criminal case against the deputy mayor of Kirkwood will be reviewed by a grand jury.

Tom Noonan is charged with two felonies involving the narcotic oxycodone. It is a very strong pain reliever similar to morphine. Oxycodone is found in the well known drug Oxycontin.

Tom Noonan's attorney says he has medical issues that will explain the unfortunate situation. Police say he possessed oxycodone and tried to get more.

Daniel Duncan represents the St. Louis chapter of the National Council on Alcoholism and Drug Abuse. "They dont even see it coming and if it gets to the point where they cant get it through traditional means like a prescription, a desperation will set in when they will get it anyway they can," he says, though not specifically referring to what may or may not be involved in the case of Noonan.

Police say Noonan got 400 mg of oxycodon from Deborah Lloyd of Imperial. Investigators say Noonan paid her $2,4000 for 80 pills.

Michael Lynch sits on the Kirkwood city council with Noonan. He calls Noonan the consumate professional and city leader.

"I am sure that, down the road as more information is disclosed, we will find out there were mitigating circumstances or it is not as it first seems," he says.

Drug experts say the bottom line is that the case is serious.
